Rule Change - Page 66, #7-A.  Diagram of barrel pattern is to be made by judge(s) prior to first performance of rodeo and posted for contestants.  Diagram must be maintained by at least one judge for the duration of the rodeo.  Any ground rules set by the committee or judges for the barrel race must comply with the M-SRA rulebook or be approved by the event director.  Ground rules must be posted with the diagram of the barrel pattern. (Example: no circling or pivots allowed.) Proposed by Rhonda Richardson

Rule Change – Delete #15 on page 66.  The above rules are for large arena.  The following shall be used in smaller arenas:

Replace with : If arena size permits a standard pattern should be set and no larger.  In small arenas, it is recommended the pattern be reduced proportionately to a standard pattern.  By no means shall the stopping distance be less than forty five feet. Proposed by Rhonda Richardson

Rule Change – Delete 15B – Barrels 1 and 2 must be 18 feet from the sides of the arena.

Replace with: Barrels 1 and 2 must be a minimum of 20 feet from the sides of the arena when arena size permits a minimum distance of 60 feet between barrels 1 and 2.  Under no circumstances should barrels 1 and 2 be closer than 18 feet from the sides of the arena. Proposed by Rhonda Richardson

Rule Change – Delete # 17-A, page 66 – The barrels must be marked using a 100 foot measuring tape.  Add 5 feet onto the tape in order for correct measurement between 1and 3, 2 and 3.  The person measuring the barrel pattern must make an arc on the ground from barrel 1to barrel 3, and then from barrel 2 to barrel 3.  Where the arc crosses is where the third barrel marker must be placed.  This will ensure equal distance for barrel racers who run to either the right or the left barrel first.  The starting line must also be correctly measured back form barrel 1 and barrel 2 so the distance is the same to insure barrel racers going either to the left or right the same opportunity.  Permanent markers will be placed on both sides to indicate starting line.

Replace with – Determine from which gate contestants will enter the arena and mark the pattern accordingly.  If arena gate is to be used as a center gate and contestant is required to run in, barrel pattern must be situated in such a manner as is centered to the gate with the first and second barrel equal distance from the gate and the starting line.  The distance from the first to the third barrel must be equal to the distance from the second to the third barrel.  If contestant is not required to run in, pattern should be set as arena size and conditions permit using the above guidelines.  Permanent markers should be set for each barrel and each timer. Rule Change – Delete #18, Page 67 – Barrels are to be 50 gallon metal drums.

Replace with: Barrels are to be brightly colored 55 gallon steel drums with both ends enclosed, no navy blue or black barrels.  There shall be no rubber or plastic barrels or barrel pads used.  If barrel covers are used, they should be used in slack as well as performances.  Arena signage should remain in place for slack competitions.  Same barrels must be used throughout the entire rodeo.  Proposed by Rhonda Richardson

Rule Change - # 20, Page 68 – During slack, raking the barrel pattern will take place after the equivalent number of contestants drawn for in the largest performance.  If there are less than ten contestants in the performance the pattern will be raked after every ten contestants in the slack, the barrel pattern will be raked after every 10 contestants unless there are less than 10 contestants in the largest rake during the rodeo performances.  In that case, the pattern will be raked after the equivalent number of contestants drawn for in the largest rake during a performance.   Proposed by Rhonda Richardson

Rule Clarification - Page 74 –(Current Wording)  Barrel Racing positions for the finals: 1st Round will be ran 1 to 12 as per the standings, 2nd Round will be ran 12 to 1 and the 3rd Round will be ran according to average times, fastest to slowest.

Proposed Clarification (No change in content) –

Barrel Racing positions for the finals:

  1. 1st Round positions will be determined by the rear end standings going into the finals.  First place in the standings will run first, on down to twelfth pace running last.
  2. 2nd Round positions will be a reverse of the 1st Round.
  3. 3rd Round positions will be determined by the average of the first 2 rounds of the finals – fastest to slowest.

Rule Change - #C, page 9 – The duties of the Secretary-Treasurer shall include: Keeping the minutes and other official reports of the Association; maintaining a current list of all members; conducting the official correspondence of the Association; keeping all records, books, documents and papers relating to the Association that the Board of Directors deem necessary: keeping account of all monies of the Association; paying out or disbursing money of the Association only by check and only for the purposes of the Association; at each annual meeting providing the membership with a statement of the current financial condition of the Association and detailed report of its condition for the preceding year; from May to the Finals, printing a newsletter every two weeks.  One to include rodeo results, standings, new approvals, entry phone numbers, donations/ads.  The other to include everything but donations/ads, and any other duties assigned by the Board of Directors.  The Secretary-Treasurer shall be a non-voting member of the Board of Directors.  The secretary’s job description will now include the job of secretary for the Finals.  She will be paid a salary determined by the Board of Directors.

Rule Addition - # D, page 9 – The printing/publishing of the newsletter is to be determined by the Board of Directors at the beginning of each year.  Proposed by Jim Walz & Jessica Leach

Rule Addition – #20, page 23 –   A rodeo must add at least $600 per event in every event and have a total of 6 or less contestants per performance in a specific event to have the option of making an event a 2 header.

A.     Entry fees will be doubled for any event having two go-rounds.

B.     Purse will be divided into thirds for payout in each go-round and the average of two go-rounds will be paid off as follows:

1.      2 – 6 entries pays 2 in go-round and the average with a payoff split of 60% and 40%.

2.      7 + entries will pay 3 in each go-round and the average with a payoff split of 50%, 30%, and 20%.

C.     All 2 go-round will be back to back same performance. Example: Barebacks and Saddle Bronc’s first go-round could be in one section at the beginning of the rodeo with another section as the 2nd go-round to be after the breakaway roping, Bull Riding may have the first go-round section before the Ladies Barrel Racing with the 2nd go-round section after the Ladies Barrel Racing and the 1st go-round of the Steer Wrestling may be before the Team Roping with the 2nd go-round section after the Team Roping.

D.     No Rough Stock animals will be allowed to buck twice in one day.

E.      Timed events are required to have one animal for every entry, draw a pen for the 1st go-round and the same animals will be re-drawn for the 2nd go-round. (Committees are urged to provide a way to get animals back to chutes without interrupting the rodeo performance)

F.      Slack will not be allowed in any event having 2 go-rounds.

Rule Change – #1, page 32 –             A.        All events (men’s and women’s) will be paid on the same pay scale.  If an event has a total purse of $1200.00 or less (before association percentages are deducted) the event will pay 4 places, with last place always having to pay back the entry fee.  If an event has a total purse of $1200.01 before the association percentages are deducted, this event will pay 6 monies with the last place always paying back the entry fee. 

  1)  Rodeos with $299 or less added

   I:  3 or less entries pay 1 money – 100%

   II: 4-7 entries pay 2 monies – 60% - 40%

   III: 8-14 entries pay 3 monies – 50%- 30%-20%

   IV: 15-20 entries pay 4 monies – 40%-30%-20%-10%
